Charity care duties for access managers
In January, ScrippsHealth in San Diego revised its charity care policy, producing a detailed, four-page document outlining purpose, policy, procedure, definition, and eligibility requirements. The report specifies some of the duties of the admitting department:
1. The patient or responsible party can be considered for charity care before, during, or after a service encounter.
2. A "Patient Financial Assessment Form" must be completed and submitted for charity consideration. The admitting access representative or financial counselor located at each ScrippsHealth facility will ensure that any request for charity care prior to admission or during an inpatient stay will be considered. The representative will further explain the charity care program as well as the requirements for any funded programs that are available. They will assist the patient or the patient’s responsible party in the explanation of the Patient Financial Assessment Form and its function in determining either an appropriate funded program or charity care program that will assist the patient in resolving their health care debt to ScrippsHealth.
3. A patient will be considered for charity care after submission of all documentation to the access manager or a designee. Documen-tation will be reviewed with the shared services collection manager, as determined to be necessary by the access manager.
4. If the patient’s account has been approved for a charity care adjustment, the access manager will code the account to the appropriate charity care insurance type and adjustment code.
5. The access manager and/or shared services collection manager will approve or deny the application and notify the patient of the decision in writing within 30 days of application submission.
